この頃では海外に赴任している人も多く、相続が発生したときに、すみやかに相続人全員が集まれるとは限りません。このような場合、その相続人のいる国の日本大使館や領事館等から在留証明書、署名（サイン）証明書もしくは拇印証明書を取り寄せて、相続手続を行うことができます。
Nowadays, many person stay in foreign country.
So, the all heir are not always when the succession occur.
In cases like this, the heir may proceed of the succession in the following.
The heir orders the certificate of status of residence, the certificate of signature or the certificate of heir’s thumbprint from embassy of Japan, consulate-general of Japan.

海外で生活する日本人につき相続人としての権利が発生した場合は、外国における現住所を証明する書面を添付して、相続登記申請等をする必要が生じます。その際は、その日本人が海外に在留していることを証明する在留証明書を在外公館（日本大使館、総領事館）に発給申請をします。
If the heir is the Japanese that lives in foreign country, he/she should register for inheritance.
You need the certificate of status of residence.
The Japanese heir apply to the diplomatic establishment (embassy of Japan, consulate-general of Japan) for the certificate of status of residence.
署名（サイン）証明書・拇印証明書
The certificate of signature, the certificate of heir’s thumbprint.
日本では不動産登記申請等で印鑑証明書の添付が必要となります。しかし、日本に住民登録がなければ日本の役場に印鑑登録ができません。この「署名（サイン）証明書」は、海外在留日本人が印鑑証明書を必要とする際に、印鑑証明書の代わりに在外公館が発行するものです。また、拇印証明書が必要となる場合は、拇印証明も併せて行います。
In Japan, you should need certificate of seal impression in application of real property registration and the like.
If you don’t have registry of resident, you may not register seal impression.
The diplomatic establishment publishes the certificate of signature when the Japanese of foreign resident needs certificate of seal impression.
Also, if the Japanese of foreign resident need the certificate of heir’s thumbprint, he/she applies to the diplomatic establishment for the certificate of heir’s thumbprint, too.
